Tip widens loan scam probe to Florida E-mail

Possible 2nd slaying under investigation, prosecutor says

Authorities are checking a tip that a second man might have been killed in a scam to steal money from a Harrisburg credit union through fraudulent car loans.

Two Harrisburg men are charged in the Dec. 24 death of a Steelton man whose burned body was found along Interstate 83 near Baltimore.

Wesley Person was killed the day after he received $15,000 for a fraudulent car loan from the Pennsylvania State Employees Credit Union and didn't split the money as planned with Justin Glover Jr. and Lawrence Murrell Jr., authorities claim.

Now, authorities have a tip that a second man, Joe Rosario or Joe Azario, was killed in Kissimmee, Fla., when he didn't share money with Glover and Murrell from a separate PSECU car loan, said Fran Chardo, Dauphin County first assistant district attorney.

Authorities said hundreds of thousands of dollars might have been stolen from PSECU, before a falling out led to at least one killing.

Authorities began unraveling the alleged scam after an autopsy of Person's charred body revealed he died of multiple gunshots.

This year, Glover, 24, and Murrell, 22, both of the 1400 block of State Street, were charged with homicide in Person's death. Both are in Dauphin County Prison.

Chardo said his office is prosecuting the homicide and that a federal agency he would not name is investigating the financial side of the case.

"I don't want to speak for them, for their investigation," Chardo said, adding others are believed to have been involved in the alleged car loan scam.

The U.S. Attorney's Office in Harrisburg did not return a call seeking comment.

According to court papers filed in the homicide, Glover and Murrell recruited people to get car loans, then split the money with them instead of buying a car.

When Person, 26, did not split the money with Glover and Murrell, they allegedly killed him in the basement of a house Murrell owned at 441 S. 13th St., court papers state.

About 1 a.m. Dec. 24, a motorist spotted what looked like a grass fire in a rural area along the southbound lanes of I-83 between Mount Carmel and Middletown roads, just south of Gunpowder Falls State Park. Firefighters found Person's body.

n March, Glover allegedly told Baltimore police that he killed Person. Last month, Dauphin County detectives charged Murrell in Person's homicide.

On Wednesday, the charges against Glover were moved from Baltimore County, where Person's body was found, to Dauphin County.

Chardo said $400,000 or more might have been stolen from PSECU in the scam.

"I'm not sure how much it is, but we're talking hundreds of thousands of dollars," Chardo said.

Not so, said Greg Smith, PSECU's president, who said they were also investigating the thefts. Smith stressed that no PSECU employee was involved.

"Our losses from this activity have been less than $100,000 and recovery efforts continue, which will likely reduce the amount even further," Smith said. "Just to keep things in perspective, PSECU's current assets are $2.5 billion with over $255 million in reserves."
